Automated banking systems (ABS) are among the most complex information systems related to critical information infrastructure. In turn, the database management system (DBMS) is the heart of the ABS, noted Oleg Morgun, Head of Technology Development Department of the FinTech Association, at the TAdviser BANKS IT DAY conference held on April 3.
He added that the Association has built a platform for solving key problems in the field of import substitution that arise among participants in the banking industry, in particular, the migration of the ABS to an import-independent technology stack.
Oleg Morgun said that last content writing service year four new members joined the FinTech Association – key Russian manufacturers of IT solutions for financial organizations, producing ABS, general system software and domestic equipment.

The legal requirements for import substitution of critical information technologies are regulated by more than 400 documents
Last year, the FinTech Association conducted analytical work with domestic ABS developers used in the industry. Unfortunately, most of the functionality declared by vendors does not meet the strict requirements of the legislation in terms of critical information infrastructure, Oleg Morgun noted. This was found out during a survey of the readiness of seven ABS to work on the domestic technology stack and their assessment according to 80 parameters.
The DBMS is the most important software component when releasing new versions and planning migrations for all ABS. Therefore
it is necessary to organize comprehensive testing of domestic general system software and equipment for compliance with the requirements of banks and ABS suppliers
Since 2024, FinTech has represented the interests of its participants on the Bank of Russia platform in the industry committee "Finance". In addition to the Central Bank, this committee also includes representatives of the Ministry of Industry and Trade and the Ministry of Digital Development.
Oleg Morgun emphasized that the Association is currently actively working on discussing an approach to optimizing the categorization of significant critical information infrastructure facilities, which by the beginning of next year should be transferred to completely import-independent IT solutions.
An extended technological "sandbox" is used to organize testing and pilot projects, Oleg Morgun emphasized. In 2023, with the support of the Association, a repository of Russian IT solutions used in the financial industry was created, where up-to-date information on the current state, development roadmap and projects implemented using these solutions is stored.
"An important initiative is the development of the use of open source solutions. We found that most of our participants have about 85-90% of the developed software code used in the IT landscape based on open source," the expert emphasized. However, according to him.
